    Dear RTM Colleagues,

    Welcome back from the summer break! The BOC is eager to collaborate and work with you on the FY 2017-18 Town budget. This year we have a new budget process as described in the updated RTM Rules that we are hopeful improves the RTM’s budget process and deliberations.

    At the last May RTM Budget Meeting, the BOC also heard the request for earlier BOC communication of its Town budget goals. Thus, the BOC voted on the FY 2017-18 Town budget goals as well as other important related matters - a copy of which was sent via a memorandum on June 16, 2016 to the First Selectman, Board of Estimate and Taxation, and the Board of Education.

    The BOC determined its budget targets by analyzing the economic conditions in the town of Greenwich; declining CT finances; flat population growth rate; Town spending far exceeding inflation and income growth; and spending exceeding our peer Fairfield County communities. A BOC budget position paper with the BOC’s full perspective was developed for your review.

    In sum, the BOC set a FY 2017-18 budget goal of a 0% spending increase for nonessential service departments and a 1.5% spending increase, including fixed costs, for essential service departments of the schools, police and fire. Also, it was expressed separately the Town and BOE labor contracts should not exceed 1.5% increase, including wages and benefit costs.

    The BOC’s is looking forward to a response from Town leaders on the BOC's memorandum that describes goals for keeping Greenwich taxes low and receiving good value for its tax dollars.

    We also are eager to work with all the respective RTM committees and districts in the year ahead!
